Do we need an external reviewer?

QI requires a periodic review (unless a waiver applies). The reviewer must be independent; external is common but not strictly required.

Can we file CEIC if material failures exist?

Only if they are remediated before filing. Otherwise file a Qualified Certification with an attached remediation plan.

How does this relate to 1042-S/1042 reporting?

Your certification relies on sound documentation, withholding and reporting with clean tie-outs (1042-S ↔ 1042 ↔ GL). We structure the evidence accordingly.
